I have to say, February has been a bonanza of celebrations and I have been attending all I can.
- I was privileged to attend the celebrations up at Waitangi earlier this month. I know many of you attended a fun day in Dargaville that was organised by Council. Prior to the celebrations I attended an official breakfast where I was introduced to many of the new Ministers, including the Prime Minister Christopher Luxon. Separately, I had a good meeting with Matt Doocey who is the Minister for Tourism and Hospitality. He is to follow up with a visit to Kaipara in the next couple of weeks. I also had a good conversation with Tama Potaka, Minister for Conservation and Māori Development about the Mangawhai Harbour restoration.
- New information boards down by the Northern Wairoa River. I am looking forward to residents and all our visitors learning new things about the important and incredibly diverse history of Dargaville. Council is proud to play a part in supporting Rotary’s project.
- I was delighted to be part of the opening event for DCDB’s new SEED co-working premises, a fantastic offering for community groups and small business owners.
Plus the annual Kaipara Citizen's Awards celebrating four fantastic members of our community and more.
Recently we passed the one year anniversary of the extreme weather events of 2023. For many, it is now business as usual. For others, I see every day the physical, emotional and material impact the events have had on people.
For Council, we have made huge inroads but we’re still playing catch up in places. Our roading network took the biggest hit and while significant gains into repair and rebuild have been made, there is still a lot of work to do. Council discussions around the Long Term Plan for 2024-2027 have highlighted the ongoing recovery works still required. In April we will be coming to you for your feedback on our plans for the next three years, so make sure you stay tuned and be prepared to give us your thoughts.
Low rainfall levels and these long hot summer days bring the challenges of water supply into sharp focus. Many of us who are on tank supply are conserving water carefully and if you’re the owner of a plastic tank, you are likely to be seen regularly knocking the sides to check water levels. Earlier this month, water restrictions for Dargaville and Baylys Beach town supply were put in place. Council is keenly aware of the need to strengthen the water supply resilience for Dargaville and we continue to actively investigate the options available, all of which come at a significant cost now that three waters services remain on the books. We know there will be some tough decisions to be made.

The LTP outlines our plans for the next three years, the services we will provide, the projects we will undertake, the cost of doing this work and how it will be paid for.

It’s been fantastic to have so many locals engaging with Elected Members and Council staff at the recent market events. In the last month we’ve had stands at Mangawhai Tavern Market, Dargaville Community Market, and Maungaturoto Night Market. We also hosted a Dargaville Business Meet and Mingle in partnership with Dargaville Community Development Board.

The long shadow of debt for Kaipara District Council has been a defining characteristic of the last decade. As at 30 June 2012 Council had internal loans of $83.4 million with the Mangawhai Community Wastewater Scheme component of that internal debt at $58.5 million.

In a flash the Three Waters Reforms have gone from looking reasonable to being radical reform, with Mayors across the country panning the announcement by Minister Mahuta that Government will, after all, be compelling all Councils across New Zealand to surrender their drinking water, wastewater and stormwater assets to be reorganised into mega-entities.

In the last month the COVID-19 pandemic has directly impacted Kaipara District twice – once with the 'Northland case' who visited tourism hotspots from Mangawhai to Matakohe and then with the 14/15 Feb checkpoint/boundary confusion which affected large numbers of Kaipara people and for a day effectively cut Kaipara District in half.
